Howey was born 13 Jun 1952 to Howard S. and Freddie

Mae "Lucy" Davenport. He is survived by two brothers and

a sister. He was predeceased by two brothers, John F

Davenport and Robert E Davenport.

Howard was a veteran of the US Air Force and an advocate

for LBGTQ rights and restoration of the right to vote to

those convicted of felonies throughout his later life.

Howey will be missed by his surviving siblings, his many

friends and his neice.
